So i made an image hosting HTML/CSS template but as i quite liked it i decided to turn it into a full site. Not that I'm a CSS expert or anything but I have experienced this before with fixed width layouts. Things like this bug the hell outta me when it's my websites lol.
Once you re-size the viewport smaller than the minimum width. The top navigation bar background stops repeating and stays the size of the viewport/resized browser. You don't notice it until you scroll across the page, only tested in Firefox & IE.
