Hey mandi! Glad to have you back! Um...I don't know what country you're from, so it will be a little hard to recommend a university based on native language. However, I would highly recommend the National University of Singapore:
Singapore (NUS) is one of the highest growing markets for anything IT-related, and is only expected to slow down slightly over the next 4 years. I believe it's a secondary English speaking country.
As for your other questions, only you can truly answer them for yourself. We can all help you debate the pro's and con's of security/networking/telecommunications, but ultimately you are the one that has to decide.

currently i am doing ccna and rhce ,that is why i couldnt come online,i had found lots of interesting things there,i will make some informative threads here :)
especially uk,because as far as i know the cost of living in uk is quite high and i think there would be taxes for income earned by other country people ?
Well, if I were you before anything else if you're based in India you need to check what funding you'd be able to get whilst abroad. I know in this country (UK) we get bent over double when it comes to post grad tuition fees. For information security/ethical hacking/cyber security in the UK you've got a couple of good options...
Abertay is north of the border (in Scotland) a word of warning, Scotland and England have some very different rules when it comes to finance, admissions and the like so it is worth reading up on these prior to applying.
The cost of living in the UK is as high as you want to make it really, put it this way, I'm studying full-time on a degree course while also looking after my daughter and I'm doing fine cash-wise. I think your main issue is funding really, but that would be down to you to find out about. Contacting universities themselves would be a good idea.
Yeah in the UK, finance is going to be your main problem as tuition fees were raised. I wouldn't know where to start for what international students are able to claim for in the UK.
