Some doubts on Exclusive file lock mode and windows password hashes

    As the Title says i have a few doubts on them,

    1)In windows if some files are placed under exclusive file lock mode,it is not possible for the user from admin account to read/edit it,why?

    2)is it possible to do like this
    can we run a backup and copy all the files from c:\windows\system32\config
    this directory?

    3)will the windows kernel allow this operation?

    4)i know if the password for the windows is less than 14 characters it will stored as LM hash,if the password is more than 14 characters long what kind of hash will be there?
    will it be the LM or any other hash?

    5)In windows 7 and vista what type of password hashes are used?

    Looking for some answers...
